In the meantime 
http://pastie.textmate.org/118318 shows permissions repaired after upgrading
from 10.4.10 to 10.4.11 -- amongst other things,  

> User differs on ./Library/Internet Plug-Ins/Flash Player.plugin/Contents/MacOS, should be 0, owner is 19236

> Permissions differ on ./Library/Internet Plug-Ins/Flash Player.plugin/Contents/MacOS, should be drwxrwxr-x , they are drwxr-xr-x 

but I can't guess whether group writeability would have been a factor.
