As far as I can tell there is no effect of this assertion failing in release
builds.

The assertion was added in r21367
<http://trac.webkit.org/projects/webkit/changeset/21367>. Previously, the code
only had a null-check for m_frame->document(). It's not clear from the
ChangeLog why this extra assertion was added.
