One situation in which the "full refresh" is necessary is when doing web
development.  With Gecko you typically have to resort to shift-refreshing to
have it pick up changes to CSS and the like.  I can imagine the same situation
happening when tweaking cacheable images during web development.  It seems to
me that if we change from reloading *everything* to only reloading a subset of
the resources, we will need to provide some way to perform a full reload.
