I disagree with this statement.  I think the vast majority of users doesn't
know about shortcuts or modifiers - I think the vast majority of users clicks
the little button at the top of the browser window.  Debating whether our
behavior or Gecko's behavior for a "normal refresh" is one thing, but claiming
that the "vast majority of users" are trained to hold a modifier when they
refresh for a full reload is wrong.

By knowing to hold a modifier when refreshing, you're pretty much already a
power user.  ;)
