I think the difference is that this is not platform dependent, but feature
dependent.  We can't have sqlite in a build we're doing and we need a way to
remove that functionality.  One issue is that if we move to separate files then
we just push the problem into the makefiles instead of in config.h.  It's not
pleasant to deal with there either.
