To reproduce this bug, resize your browser window to 1/2 its normal size. Open
a page in ebay which displays items (you can use the url provided above.) If
the window is sized sufficiently small, a scroll bar will appear at the bottom
of the window. The scroll bar appears not t be functional. When you scroll
vertically, the scroll bar appears rendered above the rest of the page. Good
