I'm re-opening because it hasn't been resolved as of r21473 and stills fails
the same.

Just so the steps are clear, get the css file from the following attachment.
Then go to Preferences-->Advanced-->Style Sheet and select the attachment css
file.
Then quit and re-launch Webkit. Make sure you're not running any other copies
of the Webkit app. That seems to have an effect on the css load.
After the startup page, go immediately to <http://www.imdb.com/>
If it's failing the links should appear underlined. Refresh the browser and the
underlines go away like expected due to the css file. Restart Webkit and the
underlines are back until you refresh again.
