Note that this is a valid issue (and cannot be dismissed as a bug in the font)
because (1) the simple text rendering code path replaces certain non-printing
characters with the zero-width space glyph and (2) the complex (ATSUI) code
path actually does force ZWS to have zero width regardless of the font (so
there is inconsistency between the code paths).
