The WebInspector class is private and therefore an inspector cannot be attached
to a WebView without using the contextual menu item (or private API).  This
class should be made public, or another way of showing the inspector should be
made available so that third party apps can show the inspector with their own
U.I.  In addition the WebInspector class should be expanded to expose "close"
functionality.
