Yes, you're right: 99x99 is correct. 
The image for the test case should have been 101 by 101 and then offer the 4
coordinates (0, 0), (0, 100), (100, 0) and (100, 100) so that the area 101x101
represent x-distance by y-distance.
To cover a 0 to n dimension-distance, one needs n+1 pixels.
