Don't many ISPs block port 563 (SSL+NNTP) as it can be used to get
inappropriate files that is against the TOS of said ISP (like pornography,
pirated materials, or otherwise subversive materials)?

In fact, I thought this was a default block on some corporate internet routers.

But that's for this specific port.

I am still confused as to why this port list is embedded inside a source code
file instead of a separate resource file like in the case of the IDN whitelist
list.
