On my other laptop, (Also XP SP2, running Safari 3.0.1 and WebKit-SVN-r23553) I
was able to reproduce the bug 100% of the time and I have a screenshot.

Open a fresh safari browser
Paste in this url: http://www.startmobile.net/if 
type in a phone #, choose a carrier, 
click on the "select your handset" pulldown

The entire pulldown is black with no visible type.
