One thing to note is that Safari on Windows and Tiger use very different disk
cache implementations.  Tiger uses an implementation in Foundation, while
Windows uses one in CFNetwork.  If they are at fault, Bugzilla is not the right
place to track the issue so a Radar would need to be filed.
