Using the SVG content as a stand-alone SVG document does not exhibit the bug at
all, it seems clearly related to the SVG being positioned within a CSS layout.
In the following example, the <h1> has been removed, the explicit CSS margin
between the <select> and <div> containing the <svg> removed too, and CSS margin
set to 0 on the <body> element:

In this case, the text renders just fine.
