There's no way to do this on Bugzilla.  The best thing to do is to create a
"Radar" bug on https://bugreport.apple.com/, then upload the webarchive to that
bug.  This bug will only be visible to internal employees with permissions to
view the bug.  If you don't have an ADC membership, you may create a free
"online" ADC account using https://connect.apple.com/.  Please mention this
Bugzilla bug in the Radar bug, and mention the radar bug number here when
you've filed it.  Thanks!
