I switched to the Beach theme and set my zip code (with all the default widgets
in the default location), but still can't reproduce the issue.  (Does it only
happen at certain times of the day--since the beach theme changes throughout
the day?)

Which widgets do you have installed in which locations?  It may be easiest to
save a webarchive (using a Nightly build) and attach it to this bug for further
reduction.
