Unfortunately not sure if this is Safari 3 or WebKit. 

Steps:

1. Create a new directory "Downloads".
2. Open Safari Preferences.
3. Change "Save downloaded files to" to point to the Downloads folder.
4. Quit Safari.
5. Delete the new "Downloads" folder.
6. Open Safari.
7. Download a file.

I'll attach a minimal sample of Safari.
