Select "Block Pop-Up Windows" under the "Edit" menu; make sure it is checked.
Go to
http://svn.openqa.org/fisheye/browse/~raw,r=1769/selenium/trunk/src/main/resources/tests/html/test_select_window.html
and click on "Click here to open a pop-up window".  A pop-up window will open. 
Uncheck "Block Pop-Up Windows" and click on the button again.  A pop-up window
will open.

Using WebKit-r23922 built 02 July 2007 on Windows XP SP2.
