After reviewing the query form, what's happening is that the select list
scrolls up so that "NEW" is the first visible item in the list, but no scroll
bar is drawn indicating that there is another option available. (NEW,
ASSIGNED, REOPENED are pre-selected when opening the page.)
There's probably a better way to describe this (or to title the bug), but this
will do for now.
Tested using a locally-built debug build of WebKit r19007 with Safari 2.0.4
(419.3) on Mac OS X 10.4.8 (8N1037).
