For what it is worth, this is still an issue here. I've just not had anything
more to add than what has already been said.

However, I recently read this email:

which appears to be describing the issue, and it includes detailed instructions
at the network level for how to duplicate the problem. I figured that since it
was relevant, I'd add it to this ticket and hope for the best.
