Increase percent precision

Added layout test and updated results. Added change log. Removed a few ASSERTs
that I added in the previous version of the patch since they served no purpose
beyond the ASSERTs in Length.h. Most of them could not be hit anyway, and for
those that could I filed bug 12104.
