SVGDocument needs setCurrentTime/getCurrentTime support

Of course this is required by the spec, but this support would also be very
useful for the WebKit project in terms of DumpRenderTree support, and later for
any SVG animation editor built on top of WebKit.  DumpRenderTree could use this
support for changing the current time, thus to dump a later animation state (or
states).
