I do not consider this a bug.  This behavior is deliberate.   If you page
up/down  main documents in Firefox, WinIE and Safari, you'll see that they all
keep a few lines worth of text.  This is done on purpose so that the user
doesn't lose track of what they are reading while paging.  We keep a little bit
of the previous page so that they have some context regarding where they are.

It is inconsistent for Firefox to do something different in overflow areas. 
WebKit's behavior is consistent with the main document case.
