The frame navigation policy adopted in Bug 15936 is not enforced for Java
applets.

Steps to reproduce:
1) Go to http://crypto.stanford.edu/~abarth/research/nav-java/frame1.html 
2) Click "Navigate inner frame" at the bottom of the page

Result: Inner frame is navigated to Google.

Expected result: Popup window is opened because navigating this frame is
prohibited by the frame navigation policy implemented in Bug 15936.
