Confirmed with a local debug build of WebKit r28828 with Safari 3.0.4 (523.12)
on Mac OS X 10.4.11 (8S165).

I'm pretty sure this is due to the fact that tables with percentage widths are
used to draw the borders (like Bug 16394).  A reduction would be helpful,
though.

This is not a regression as Safari 2.0.4 with original WebKit behaves the same
way.
