Update the NSScroller's value when the proportions change

Also removes a repaint() that seems unnecessary, especially in light of the
fact that the horizontal scrollbar has never been repainted: the code that was
supposed to do it was accidently #ifdef'ed out since day one and ultimately
removed: <http://trac.webkit.org/projects/webkit/changeset/6395>.
