patch for TSW EYCI-788H8Y

adding patch to resolve problem:

- before submitting form (as either POST or GET), check length of the URL value
associated with the HTMLFormElementImpl object.

- if length of URL is zero, set it to be the URL of the associated KHTMLPart
object
