Retrieve minimap support info from page scaler instead of WebkitView.

This bug happens in 3.1m, 3.2m and 5.0 plateform build only. Because some phone
doesn't support minimap, but we reset minimap enable flag from WebkitView after
retrieve it from Page Scaler.
