I've spoken with Mozilla and Opera developers about this, and brought it up
with Hixie and #whatwg; so far four people (counting the two of us) are in
favor of maintaining the case insensitivity quirk, and everyone else doesn't
care at all. I'll try to remember to send an email to the list about changing
the spec to reflect this.
