In JavaScriptCore/icu and WebKit/icu, the ICU library headers are included,
with the only copyright notice being:
Copyright (C) 1999-2004, International Business Machines
Corporation and others.  All Rights Reserved.

Which is surely not enough. You'd need to include the ICU license, which terms
are the following:

the rights to use, copy, modify, merge, publish, distribute, and/or sell
