My interpretation of the spec may be wrong, but I think text should not break
at a euro symbol.

http://www.unicode.org/Public/UNIDATA/LineBreak.txt defines 0x20AC as "PR" -
numeric prefix.  According to
http://www.unicode.org/unicode/reports/tr14/#DescriptionOfProperties (search
for "PR:" for the exact section), "the line breaking algorithm, by default,
does not break between PR and numbers or letters on either side."
