The state.gov online form for passport renewal renders strangely- making light
grey boxes around some parts of the form, and making the form fields uniformly
white.  In both IE and Firefox, the entire form is white with only certain
required form fields white, and others yellow.

Worse, however, is a completed form fails to submit.  When one hits the 'create
form" button, one gets the error of "File does not begin with '%PDF-'." 

This works fine in Firefox and IE.
