Thanks for the investigative work, Stephen!  
It seems you first saw this broken in the 17902 nightly, but then later the
17902 nightly worked - but since this is an intermittent failure wouldn't we
expect it to work sometimes and fail other times?

Lets say you try 17899 5 times and it works each time.  Then you try 17902 5
times and it fails even once.  Thats good evidence it broke somewhere in there.

Also, trying ToT once and it working doesn't mean "bug is invalid" - again,
since its intermittent please try ToT a few times to make sure it's not broken. 

Do the above - hammer on 17899, 17902, and ToT - then we can go from there!
