The prepare-ChangeLog script uses the TMPDIR environment variable (or if that
doesn't exist, "/tmp") for its temp directory.  Do you have any better
suggestions?  I wonder if there is a Perl module that would give me a temp
directory, or whether we should just take the default from File::Temp if
neither $ENV{TEMPDIR} nor /tmp exit?
