We implemented intrinsic margin support for engine controls inside the
RenderTheme class, but it needs to be completely independent of the theme cod. 
Even styled form controls should still have intrinsic margins under the exact
same conditions, and some pages now "jump" when appearance comes and goes
(e.g., border changes to input fields on hover).

This is a regression.
