There is no explicit description (although feel free to open a new bug for that
since the web site is a part of the WebKit project!).

It comes down to whether the code that needs to be changed is in the WebKit
open source Subversion repository, or whether it's a part of Safari or a shared
system framework (like networking code in Foundation).  WebKit is mostly the
HTML/CSS/JavaScript (or "web browser") engine, while Safari is the rest of the
GUI.  Note that some things like the contents of some contextual menus actually
reside in code in WebKit, so it's a fuzzy line at best.

Any developer that is familiar with the WebKit code base knows whether a given
feature request or bug report may be fixed in WebKit, or whether it needs a
Radar bug.  You'll just have to trust their judgment for now.  :)
