If you continue to scroll two or three extra times with the mouse wheel  the
inspector window will shift up. To reproduce this, load a div with more than a
page of properties and use the wheel to scroll down. After a few additional
scrolls the window itself will shift up leaving the shadow in it's place. This
can be reproduced on any page but selecting the div on the right side of the
linked page will provide enough properties.
