Patch to refine the FOUC paint suppression code.

There's really only one open issue with this code and that is plug-ins.  Since
they paint on their own, I can't stop them from flashing.  I may add a follow
up fix that will try to suppress the creation of the plugin if it is created
during a "false" layout.
