Whitespace rebalancing of the fragment creates the problem demonstrated by:
nested-blocks-with-*.html

Unrendered whitespace at the end of the fragment are uncollapsed by whitespace
rebalancing.  Functions that create fragments should be responsible for using
nbsps where appropriate.
