I filed a bug with Apple at your suggestion:

I am uploading a .dmg that demonstrates the issue.  Launch the included
qtl_test.htm page in Safari.  The links should both open in Quicktime Player,
but they don't.  The links work properly in Mozilla-based browsers, for
comparison.
