Steps to reproduce:

1) Visit
<http://www.jackslocum.com/yui/2006/10/19/cross-browser-web-20-layouts-with-yahoo-ui/>
2) Click inside the body of the article to ensure that the region has focus.
3) Hit the up and down arrow keys on your keyboard.

Expected results:
The element with scrollbars should scroll up and down as appropriate.

Actual results:
Nothing happens.
