Bug 4363 is related, but different - it is only about preserving the exact
value of the Last-Modified header, while this bug asks to synthesize
Last-Modified if it's not present.

I'm confirming this bug as a difference from Firefox, but additional research
is nedded in order to decide if we want to fix it.
