The test page is no longer accessible, so closing as INVALID. Please re-open if
you can get it back online (or, better yet, attach a test case here).

Putting <html> before <!DOCTYPE> triggers quirks mode, which can explain the
rendering differences (but not why Safari rendering is incorrect in strict
mode).
