Unless the "#a" link would submit to a different URL, there would be no network
activity (a URL request would not be sent to the server) for clicking on a link
with only href="#a" in it.  The most that would happen would be that the URL
with the "hash" ("#a") would get added to the history.  If that's what this
page is expecting, then this bug may be a related to (or a duplicate of) Bug
6309.
