If in step 8, instead of closing the Preferences window you just select a
different signature (or create a new one) and then switch back to the previous
signature, you can see that it's already been corrupted

So the bug seems to be happening when the editing is committed. Looking at the
serialization in ~/Library/Mail/Signatures/, you can see that it's already in
the wrong order.
