This bug seems to be back.  I suspect the coalescing stuff or something. 
Planet.mozilla.org was the site I tried, and atm it isn't finishing loading. 
Scrolling is totally smooth in Safari in 10.4.6, but it's awful in TOT. 
Becomes smooth if you stop the load.

Some kind of throttle problem or key event processing problem.  I'm using the
down arrow key to test.
