Reopening as none of the solutions given on IRC by hyatt or darin work. Namely:
1) Setting the href attribute to an empty string results in the page being
reloaded, the block of text (see demo page) is then hidden again, and the page
scrolls to the top.
2) Setting the href to "#" or any fragment ID causes the page to scroll to the
top, or to the fragment.
Besides, setting a href on an anchor that doesn't point to another resource is
semantically incorrect.
As Dave says above, "onclick applies to any element, so there's no way to
discern whether the onclick has to do with link navigation or not"
This bug exists to say there ought to be some means of discerning just that!
