WebKit does not manage the TCP/IP connections, it relies on a closed source
system framework for this. Please file this request via
<http://bugreport.apple.com> for Apple engineers to have a look at it.

BTW, I'm not sure if client-side "Connection: close" was what David proposed -
I'd also try actually disabling keep-alives on the server ("KeepAlive: 0"
directive in Apache case).
