2. click any question and you only see a blank page.

FireFox can.

Weird.  Instead of trying Wenguang's steps to repro, try this:

1) open http://cbotdataexchange.if5.com/Helpfaq.aspx
2) scroll the page down so that the last of the visible content of the page is
right at the top of the webview. 
3) minimize the safari window, and then bring it back. -> content is visible.  

I'm going to put this out on Bugzilla since this needs a reduction.
