The full editing bar does not show up in Safari because Blogger specifies to
only use the basic editing tools. I believe this has something to do with
varied support for HTML content editable. A nightly WebKit build from the 31st
displays at least some editing bar. I'd move to have this bug closed.

I'll attach a screen shot.
